In this tutorial I thought I would show you how to make the slat effect on a graphic, then make it into an Outlook Express stationary.
Below is the zipped file containing some assorted slats.
And also the Texturizer filter I used on the background.

*Assorted Slats*

*Texturizer Plugin*

Start by opening the graphic picture you've chosen to use for this tutorial. Resize it if you have to, so its somewhere between 300 x 300 . In this next capture, I'm going to show you what dimensions to make the graphic if your going to make an OE Stationary, 1024 x 300. If you don't make this project stationery, just leave the size at 300 x 300.
Go to Image/Canvas size and set the dimensions like below in the sample.

Depending on your graphic, you need to make sure you have two layers on your palette box. If you just have one, then CREATE a new layer and drag it down below your graphic/tube layer. Right click on each layer and rename them. BKG for the bottom layer and whatever the tube or graphic layer is. In this case was Lady layer.
Your graphic should look like this below.

On the background layer you need to fill it with whatever color that matches your graphic, using your fill tool. In mine I've fill with a gradient that I made that matches the lady. Light on the left and darker on the right.
Then I used the settings below on my TEXTURE plugin effect. That depends on you, how you'd like your background to look.

Apply a drop shadow on your tube layer at this time.

Open one of your slats that I included in a zipped file. Click on the Slat window to select it, then right click and click COPY, then select the graphic window your working on and right click and click PASTE.

Paste as a new layer.

Use your deformation tool.and 'stretch' the slat out so that it covers the area of the tube, width and height.

Right click the Slat layer on the layer palette and name it SLAT. Making sure you've got the SLAT layer selected or highlighted, you go to Selections/Float then back to Selections and Invert.

Now on layer palette select the Tube layer, in this case the woman. Click your CUT tool..

Your graphic should now look like this. Neatly trimmed around the edges.

Either you can delete the SLAT layer on the palette or as I opted here in mine, I kept the Black Slat layer. and Merged just those 2 layers. *Hid the background layer first*

Then I went to EFFECTS/3D EFFECTS and applied an Inner BEVEL on those 2 merged layers.
Using these settings below.

Apply a drop shadow also.

Your stationary should look like the one below..This is a scaled down version, of course. :) Time to SAVE it in jpg format.
And this is how you'd do with ALL of the Slats I put in the zipped file.

Now for the stationary part..Go to your Outlook Express and click on Message/New Message Using/Select Stationary.

CREATE NEW
Browse till you find your stationary you just made in PSP.

When the stationary setup box comes up, you tile your graphic Vertically. click OK..Next box will be to set your font, size and color..Set those how you'd like them. Click OK

Then adjust your left MARGIN so as to 'clear' the graphic on the side.

Name your Stationary to what ever name you'd like it to be.
FINISHED!!! That wasnt hard now was it? *G* :)
